State Police arrest Belfast woman for Unauthorized Practice of a Profession and Hindering Prosecution

On March 5th, 2020, New York State Police arrested 51-year-old Mellisa L. Carman of Belfast for felony Unauthorized Practice of a Profession (Dept. of Education) and Hindering Prosecution (class A misdemeanor).  Throughout October and November 2018, Carman is accused of unlawfully aiding Elizabeth J. Catlin with her illegal midwifery practice, in and around Penn Yan, NY (Yates County), by allegedly discussing private medical issues of maternity patients, giving advice, and offering to assist in birth and prenatal appointments.  Carman also allegedly agreed to unlawfully provide Catlin with prescription maternity drugs, without a prescription.
 
Carman was issued an appearance ticket for the Town of Potter court, Yates County.  She is directed to appear at 8:30 a.m. on March 20, 2020.
