Request to Create
Physician Assistant Position
Public Health Director Lori Ballengee requested permission
to create one full-time Physician Assistant (Section IV Salary Plan). This
position is imperative for the continued operation of the Title 10 Family
Planning Program. The Physician Assistant will perform physical examinations as
well as diagnose and treat various medical conditions. This position generates
revenue for the County through the billing of Medicaid, Medicare, private pay,
and third party insurances in the Family Planning Clinic and through providing
physicals. The annual salary of this position is estimated between $85,000 and
$89,000 with benefits estimated between $40,349 and $42,248. This position will
function under the supervision of the Health Department Medical Director, and
is funded 100 percent with State funds. Legislator Harris stated that he
understands this position is providing mandated services as well as generating
revenue, and asked how the revenue compares to the approximate $40,000 the
County is picking up in fringe. Ms. Ballengee stated the revenue is going to be
even better with this position due to the services it will be able to offer.
Legislator Harris asked if it will be a net gain. Ms. Ballengee stated it
should be, adding that their state association has been lobbying for years to
get fringe benefits covered under Article 6. This request was approved on a
motion made by Legislator Graves, seconded by Legislator Root, and carried.
Prepare Resolution to create the position and refer to Ways and Means to fill
Section IV Salary Plan Amendment
Ms. Ballengee also requested permission to amend the Section
IV Salary Plan to include the position and salary for the Physician Assistant.
The salary should be set at $87,000 through December 31, 2019. This request was
approved on a motion made by Legislator Harris, seconded by Legislator Graves,
and carried. Prepare Resolution

Legislator Graves, seconded by Legislator Harris, and carried.
