Allegany County Legislature to consider creating new postiion, abolishing another

This resolution will be considered when the Allegany County Legislature gavels into session on Tuesday Nov. 13th.
 
CREATING ONE FULL-TIME POSITION OF DEPUTY PERSONNEL OFFICER AND ABOLISHING ONE FULL-TIME POSITION OF
HUMAN RESOURCES SPECIALIST IN THE HUMAN RESOURCE DEPARTMENT

RESOLVED: 
1. That one full-time position of Deputy Personnel Officer (Non-Unit, Grade 7) is created in the Human Resource Department. 
2. That one full-time position of Human Resources Specialist (Non-Unit, Grade 7) in the Human Resource Department is hereby abolished.
3. This resolution shall take effect November 14, 2018.
 
MEMORANDUM OF EXPLANATION
 
 
The Personnel Officer is requesting that the title of Human Resources Specialist be changed to Deputy Personnel Officer. The Human Resource Specialist currently acts as a "Deputy" in many of her duties but needs formal authorization for some others. This change in title gives this employee the legal authority to act as the Personnel Officer in his absence.
 
All of our contiguous New York State counties have a Deputy position. Instead of recommending a grade change, the Personnel Officer is requesting that the Deputy Personnel Officer title remain in the non-unit at grade 7 and that the employee be allowed to move to step 7 on January 1,2019, instead of step 6 (skipping one step).
