Steuben County Sheriff Jim Allard reports that on October 5,
2020, deputies arrested Richard L. Freeland, age 24, of County Route 2,
Addison, New York following an investigation of a reported attack of a
Correctional Officer in the Steuben County Jail. It is alleged that Mr. Freeland, while
incarcerated at the Steuben County Jail, attacked a Corrections Officer,
applied a chokehold and attempted to cause serious physical injury to that
Corrections Officer. The Officer was
transported and treated at a medical facility and was released later that
day. Mr. Freeland was charged with
Strangulation in the Second Degree and Assault While Confined in a Correctional
Facility, both Class D Felonies. Mr.
Freeland was arraigned in the Centralized Arraignment Court and returned to
jail in lieu of $20,000 bail.
