Arcade man charged with vehicular manslaughter in 2019 fatal crash

State Police have charged an Arcade man with second vehicular manslaughter. That count was leveled against Franklin Cassidy, age 25. He was also charged with first-degree operating while impaired by drugs. The charges stem from a fatal crash in the Town of Yorkshire on July 21, 2019.
