Steuben County man charged with Vehicular Manslaughter in deadly crash

New criminal charges have been filed against a Campbell man following a deadly crash Sunday afternoon on State Route 415 in Campbell. State police report that 42-year-old Robert Neally was charged Wednesday afternoon with 2nd degree vehicular manslaughter, a class D felony. He was initially charged with driving while intoxicated. The charges stem from a vehicle crash in which Neally is accused of striking a motorcycle operated by 65-year-old Terry Hill, the Lindley-Presho volunteer fire chief. Hill died at the scene.
State police first charged Neally with the unclassified misdemeanor DWI count, but after consulting with the District Attorney's office, the new felony criminal count was added. Neally was arraigned on the new counts and sent back to the Steuben County Jail on $25,000 cash bail. 
Steuben County District Attorney Brooks Baker told WRN that the case will be presented to a grand jury. While acknowledging that the victim was a well known emergency services provider, Baker said "every victim receives the same level of respect." Baker said it was likely "more difficult" for law enforcement that likely knew Hill through his service. The DA would not comment if Neally had been cooperative in the investigation. He also refused to say what Neally's blood alcohol level was until lab results have been returned.
