Multiple arrests in Steuben County drug raid

Members of the Steuben County Sheriff’s Office, Village of Bath Police Department and City of Corning Police Department executed two search warrants on Wednesday January 30th, 2019 in the Bath area as the result of an investigation conducted by the Steuben County District Attorney’s Drug initiative, including investigators from the Sheriff’s Office, Village of Bath Police Department and City of Corning Police Department. This investigation was initiated due to complaints of suspected drug trafficking at two residences.
The Steuben County Sheriff’s Office Critical Incident Response Team entered and secured a residence located at 7202, Apt. 102, State Route 54, Bath New York at about 4pm with the assistance of the Village of Bath Police Department. Two people were arrested and a quantity of suspected crack cocaine and cash were seized. It is alleged that William Q.C. Randall, Jr., age 35, of Rochester New York possessed a quantity of crack cocaine packaged for sale. Mr. Randall was charged with Criminal Possession of a Controlled Substance in the Third Degree, a class B Felony. Mr. Randall was arraigned in Bath Town Court and remanded to the Steuben County Jail without bail. John E. Banks, Jr., age 57, of Rochester New York was charged with Criminal Nuisance in the first degree, a class E felony, for allegedly having knowledge and allowing the criminal activity in the residence. Mr. Banks was arraigned in Bath Town Court and remanded to the Steuben County Jail in lieu of $10,000 cash bail or $20,000 Property bond.
Approximately ten minutes later the initiative team entered and secured a second residence, at 207 East Steuben Street in the Village of Bath New York. It is alleged that Jemarr T. Smith, age 34, of Rochester, New York provided a false identity of himself to a Village of Bath police officer and was charged with False Personation. It is also alleged that Mr. Smith was wanted due to an active New York State Parole warrant and a warrant issued from a Chautauqua County Court for Obstructing Governmental Administration and False Personation. Mr. Smith is currently on parole for Attempted Criminal Possession of a Controlled Substance in the Fifth Degree. Mr. Smith was arraigned in Bath Village Court and remanded to the Steuben County Jail without bail.
Both investigations are on-going with future charges expected.
