Two killed in Rochester crash

Initial: On January 18, 2019, at approximately 8:51 a.m., the Rochester Police Department and the New York State Police responded to a tractor-trailer - pedestrian double fatal accident at 104 eastbound at the Hudson Road exit.
UPDATE: The operator of the tractor-trailer, Tracy Premo, age 58, from Palmyra, NY died when he was operating eastbound on St-Rte 104 when for an unknown reason, his vehicle left the roadway off the south shoulder traveled down an embankment and stuck the guiderail.
He then continued on the access road striking a pole at Hudson Avenue and then hit a pedestrian working in the roadway. The State Police Commercial Vehicle Enforcement Unit will conduct an inspection of the 2015 International owned by Leonard’s Express from Farmington.
The pedestrian, Jeffrey Farrell, age 30, and a Monroe County Employee from Rochester, was killed when he was working on a storm drain on Hudson Avenue when he was struck.
A passenger car on Hudson Avenue was struck and the operator of that vehicle was taken to the hospital with non-life threatening injuries.  A second vehicle a box truck had minor damage and the operator was not injured.
The State Police Commercial Vehicle Enforcement Unit will conduct an inspection of the 2015 International owned by Leonard’s Express from Farmington.  The State Police Collision Reconstruction Unit also conducted an investigation of the scene.  The Rochester Police Department and the Rochester Fire Department assisted with the scene.  The investigation is continuing at this time.
