Expect wind chills of around 15 below zero at times. * WHERE...Wyoming, Cattaraugus, and Allegany counties. * WHEN...From 7 PM this evening to 10 AM EST Sunday. * ADDITIONAL DETAILS...The cold wind chills will cause frostbite in as little as 30 minutes to exposed skin. PRECAUTIONARY/PREPAREDNESS ACTIONS... This is a potentially dangerous situation to be outdoors. If you must be outside, be sure to cover all exposed skin.
