For Immediate Release:
The Allegany County Board of Legislators has been notified
that the District III legislative seat previously occupied by Adam Cyr was
vacated on January 1, 2025. This vacancy is a result of Mr. Cyr’s self-reported
change of both legal address and voter registration from the Town of Wirt to
the Town of Andover. Section 30 of the New York State Public Officer’s Law and
Allegany County Local Law 3-93 dictate that an elected official’s change of
address and voter registration to a location outside his/her district triggers
a vacancy through operation of law. The Board of Legislators is not permitted
to ignore or reverse the vacancy, nor is the Board able to waive an elected
official’s residency requirement.
In response to the notification of the vacated seat,
Legislative Board Chairman Brooke Harris offered the following statement: “It’s
disappointing that Legislator Cyr is unable to complete his full term on the
Board. While it’s frustrating that the Board has no influence or recourse in
the matter, we understand and respect the laws that dictate vacancies. Our job
now is to ensure that the residents of District III have qualified and legal
representation as soon as possible. I want to thank Mr. Cyr for his service to
Allegany County and wish him well.”
According to the same Local Law 3-93, the vacancy will be
filled by majority vote of the Board of Legislators and will be limited to the
remainder of the existing legislative term ending December 31, 2025. As has
been past practice, the Legislature intends to seek a recommendation for
appointment from the County Republican Committee. The seat will then be filled
for the new legislative term beginning January 1, 2026, through the normal
election cycle, with the designating petition period beginning February 25,
2025.
Meanwhile, in August 2024, Cyr made this announcement:
Adam Cyr of Bolivar has announced he is running for Allegany
County Treasurer, as the position is open for the 2025 general election.
Cyr is currently an Allegany County Legislator serving
District III. He said it's time to step away from that position and part of his
business to focus on the Allegany County Treasurer's office.
"For three years as a county legislator and running Cyrco Construction for 25 years, I've talked to residents all over Allegany County and have heard what they want to see from the treasurer's office and how they would like to see their money spent as taxpayers," Cyr said.
Cyr said he will suspend his business of 25 years, Cyrco
Construction, to focus on serving the residents of Allegany County as
treasurer.
"I'm deeply committed to lowering property tax and
sales tax in Allegany County," Cyr said. "So this has to be my focus
as I continue to talk to more residents and prepare for this important
position."
Cyr will continue Cyrco Rolloff Service, which provides the
pick up and removal of dumpsters to residential and commercial businesses.
He said as a legislator, he's had a chance to work with the
treasurer's office and he respects the work that has taken place over the
years.
"I will not go in and change the things that work and
are efficient for taxpayers," Cyr said. "As I meet people each day
with my job, they have priorities they would like to see addressed within the
treasurer's office."
Cyr and his wife, Angie, have two children and three
grandchildren.
"I am fortunate to have all of my family living in
Allegany County and I think we are on the right path to keep them and other
families here to enjoy the wonderful way of life we live each day," Cyr
said. "We are seeing more interest in businesses and families coming to
this county and staying because we can offer a quality of life most places in
the country can not. That's why it's so important to me to make it affordable
to live and work here."
Cyr has been actively running ads on WJQZ radio in Wellsville.
