Andover man charged with criminal obstruction of breathing

On October 22, 2019 at 7:45 p.m. the Andover Police Department arrested Kaleb A. Brown,25, of Andover.  Brown was charged with criminal obstruction of breathing and blood circulation, a Class A misdemeanor. He was also charged with harassment in the second degree, a violation.  The charges stem from an incident that occurred on Barney Street in the village of Andover.  Brown was released to a third party and issued appearance tickets to appear in Andover Village Court on Monday October 28, 2019 at 6:30 p.m.
