Call to Order: The meeting was called to order at 3:16 p.m.
by Committee Chairman Steve Havey.
Approval of Minutes
A motion was made by Legislator Stockin, seconded by
Legislator Harris, and carried to approve the Personnel Committee minutes of
September 19, 2018.
Sexual Harassment Policy
County Attorney Carissa Knapp requested a resolution to make
an update to the County’s Sexual Harassment Policy. Attorney Knapp stated that
effective October 9, 2018, the County is required to follow a new model
provided by the State. Legislator Harris asked if the policy includes mandated
annual trainings, and expressed concern that they are approving a resolution
before looking over the policy in detail to make sure no significant costs will
be incurred. Attorney Knapp stated there are mandated trainings included;
however, she is unsure if they are on an annual basis. Legislator Harris noted
that he feels annual sexual harassment trainings are excessive. Personnel
Officer Bobby Budinger stated that the County already provides a workplace
violence training every year, and they always incorporate the sexual harassment
training into that so there are no additional costs. This request was approved
on a motion made by Legislator Graves, seconded by Legislator Burdick, and
carried. Prepare Resolution
Appointment of Democrat Elections Commissioner
At a meeting of the Democrat Committee on September 26,
2018, Michael McCormick of 3496 Pease Hill Road, Andover, NY 14806, was
recommended by majority vote for appointment to the Office of Commissioner of
Elections for a four-year term commencing January 1, 2019, and expiring
December 31, 2022. Mr. McCormick thanked his fellow democrats for recommending
him, and stated he enjoys being Elections Commissioner and looks forward to
continuing to work with new Republican Elections Commissioner Brent Reynolds.
This request was approved on a motion made by Legislator Root, seconded by
Legislator Ricci, and carried. Prepare Resolution

There being no further business to come before the
committee, the meeting was adjourned at 3:24 p.m. following a motion by
Legislator Graves, seconded by Legislator Harris, and carried.
