About the project:
The County and its municipal partners, which span 29 towns
and 10 villages, are working to create and submit a formal plan in response to
the New York State Countywide Shared Services Initiative that was included in
the state’s FY 2018 budget. The initiative requires county officials to develop
localized plans that find property tax savings by coordinating and eliminating
duplicative services, and proposing coordinated services to enhance purchasing
power.
The Rochester-based consulting firm, CGR, is engaged in
meeting with individual Towns and Villages throughout the County to identify
promising areas to expand sharing arrangements and/or explore new
opportunities. While the State’s
requirements are aimed at financial improvements, Allegany and its partners are
additionally interested in considering non-financial factors such as efficiency
and / or service responsiveness, scope and quality. CGR will continue to
perform data gathering and analysis, and conduct interviews with key staff in
each of the participating Towns and Villages. The process also includes
significant community engagement via public meetings and targeted focus group
sessions.
