SBA Buffalo District Recognizes the Town and Village of Cuba for Economic Gardening

Pictured left to right are: District 2 Legislator John Ricci; District 2 Legislator Gretchen Hanchett; Village of Cuba Mayor Jason Morrison; SBA Buffalo District Director Victoria Reynolds; Town of Cuba Supervisor Lee James; Allegany County Economic Development Office Director Ashley Smith; Cuba Chamber of Commerce Executive Director Kevin White; and District 2 Legislator Dwight “Mike” Healy.

Belmont, NY – For over 60 years, the U.S. Small Business Administration (SBA) has celebrated National Small Business Week (NSBW) to honor the vital contributions of entrepreneurs and small businesses across the nation. This year’s celebration held May 4–10, 2025, spotlighting the dedication, innovation, and economic impact of small business owners nationwide.

Allegany County proudly led the way in SBA award nominations, with seven local businesses, the highest number among the 14 counties in the Buffalo region. Notably, five of these nominees hail from the Town and Village of Cuba, underscoring the community’s vibrant entrepreneurial spirit.

On May 20, 2025, representatives from Allegany County and the Cuba Chamber of Commerce joined SBA officials in Cuba, to recognize the community’s exceptional efforts in Economic Gardening—a forward-thinking strategy focused on growing local businesses from within. The SBA Buffalo District formally honored the Town and Village of Cuba for their proactive support of small business development.

Following the award presentation, officials toured the community to visit several of the nominated businesses. Stops included White Imprints, The Radix, Six South Pizza, Tap-n-Pour, and The Little Alchemy Shop—each a shining example of local entrepreneurship.

Economic Gardening is a progressive economic development approach that empowers locally rooted businesses with the tools, market insights, and strategies needed to expand and thrive. Rather than relying solely on external business recruitment, this model nurtures internal growth by supporting entrepreneurs as the drivers of job creation and economic vitality.

Congratulations to all our local small business nominees, and to the Town and Village of Cuba for this well-deserved recognition. Your commitment to local economic growth is a model for communities across the region.

Obituary: Paul Lawrence ERWAY, 66, of Shelbyville, KY, formerly of Coudersport, PA

Paul Lawrence ERWAY, 66, of Shelbyville, KY, formerly of Coudersport, PA, died peacefully Friday, May 23, 2025 at the University of Louisville Hospital following an extended illness.  Born October 9, 1958, in Coudersport, he was the son of Eugene F. Erway and Dorothy Buck Erway.  After graduating from high school, he pursued his love of horses by earning a degree in Horse Husbandry from SUNY in Morrisville, NY.  Life soon turned upside down for him as an automobile accident in 1980 left him with a spinal cord injury, forcing him to use his “chrome pony” for wheelchair mobility.  After a period of rehabilitation and a brief attendance at Penn State University, he soon set his sights on his capabilities rather than his disabilities.  His goals of self-reliance and independence connected him with a company that specialized in outfitting automobiles with accessories for handicapped customers.  His many years of work in sales for Superior Van and Mobility allowed him to make many connections and showcase how increased mobility could physically and mentally benefit affected individuals.  Paul was an extremely positive and faithful individual.  He was well known for reaching out to friends randomly with Bible verses, inspirational messages, and jokes.  As a paraplegic, Paul found a new path that would take him all over the United States with a new passion, wheelchair racing.  Building on his racing career, he qualified and competed the Boston Marathon twice (one during the bombing) as well as two major wheelchair races overseas in Holland and Japan.  His love for competing in wheelchair racing afforded him a platform as a motivational speaker at various venues such as rehab centers and hospitals across the country.  This also helped him devise his glorious plan of participating in 50 marathons in 50 states over 50 weeks to raise mobility awareness.  A super-aggressive idea concocted to test boundaries, Paul enlisted the help of two other wheelchair-bound friends (Grant Berthiaume and Aaron Roux) to travel together and fill in if Paul was unable to participate as he was still working full time.  His goal was achieved, and he authored two books that chronicle the adventures called 50 ABILITIES, Unlimited Possibilities.  Additionally, Paul performed a significant amount of volunteer work and was an active member of Centenary United Methodist Church in Shelbyville, KY.  Surviving are: his wife of 37 years, Barbara Anne Fasnacht Erway of Shelbyville, KY; seven siblings, Christine (Robert) Phillips of Elsa, IL, Dana (Virginia) Erway of Casa Grande, AZ, David (Kathryn) Erway of Coudersport, Edward (Mary) Erway of Lexington, KY,  Peggy (James) Wilkinson of Lexington, KY, Steven (Brenda) Erway of Coudersport, and Michael (Melissa) Erway of  Parrish, FL; two aunts, Rita Barnett of Grove City, OH and Doris  (Dale) Nichols of Elizabethtown, PA; an uncle, Dale Erway of Genesee, PA; nieces, nephews, and cousins.  Paul’s family also included his beloved canine companions, Robbie, Baxter, Dickens, and Lucy.  He was predeceased by his parents.  A gathering of family and friends will be held on Friday, June 13, 2025 at Webb Funeral Home in Shelbyville, KY.  A gathering to celebrate Paul's life will also be held on a later date in August in Coudersport, PA—time and place to be announced.  Interment will be in Raymond Cemetery.  Arrangements are under the direction of Olney-Foust Funeral Homes & Crematory, Ulysses, PA.  Online condolences may be expressed at www.olneyfoust.com

STATEMENT FROM GOVERNOR HOCHUL ON THE DEATH OF STATE DEPARTMENT OF TRANSPORTATION HIGHWAY MAINTENANCE SUPERVISOR

STATEMENT FROM GOVERNOR HOCHUL ON THE DEATH OF STATE DEPARTMENT OF TRANSPORTATION HIGHWAY MAINTENANCE SUPERVISOR ROBERT BORNT

“New York’s public employees play an essential role in the health and safety of all New Yorkers, and our highway maintenance workers do their jobs every day in all weather, in the face of high-speed traffic, to keep all of us safe. The death of Department of Transportation Highway Maintenance Supervisor Robert Bornt, who passed away this morning after suffering from catastrophic injuries related to a work zone crash in Pittstown yesterday afternoon, is nothing short of a senseless tragedy. Work zone safety is everyone’s responsibility, and this fatal crash underscores the importance of slowing down and paying attention in highway work zones — not only for the safety of the traveling public, but for the workers who are out there every day keeping us safe. I extend my deepest condolences to Robert's family and friends, as well as his coworkers at the Department of Transportation, during this difficult time.”

RELEASE | Sempolinski Opposes Bill to Limit Dairy Farms to 700 Cows

SEMPOLINSKI OPPOSES BILL TO LIMIT DAIRY COWS

NYC Legislators Draft Plan to Limit Dairy Farms to 700 Cows

ALBANY – Assemblyman Joe Sempolinski is raising alarm over a bill introduced by two Legislators who represent New York City who want to limit the number of cows on dairy farms.

Assemblymember Linda B. Rosenthal, D-Manhattan, and Senator Jabri Brisport, D-Brooklyn, introduced a bill (A06928/S06530) that would ban dairy farms from expanding beyond 700 cows, a move they said would protect family dairy farms. Assemblyman Sempolinski said, in fact, it would do just the opposite.

“This bill was drafted by two Legislators from New York City who know nothing about dairy farming but are presuming to tell New York’s dairy farmers how to run their farms,” Assemblyman Sempolinski said. “The majority of New York’s farms, more than 94 percent, are family owned. This bill has the potential to devastate family farms across New York.”

Assemblyman Sempolinski joined other members of the Assembly and Senate who represent farming communities in condemning the proposal.

“With all due respect to my colleagues from New York City, this bill is dangerously misguided. It’s a breathtaking example of legislative overreach,” Assemblyman Sempolinski said. “It takes 60,000 cows per day to supply milk to the Great Lakes Cheese Plant in Franklinville. Family run dairy farms in Allegany, Cattaraugus and Steuben counties are supplying that milk. They clearly have never visited any of our large, family owned farms upstate.”

According to the New York Farm Bureau, dairy is the single largest sector of New York’s agricultural economy, contributing $3.9 billion every year. New York is the fifth-largest dairy producing state in the nation.

“Farmers are the cornerstone of our economy,” Assemblyman Sempolinski said. “Family farms, many of them run by the same family for generations, deserve a chance to grow and thrive. I oppose any legislation that threatens the economic vitality of this critical sector of our economy.”

The proposed bill would bar the Department of Environmental Conservation from issuing new Concentrated Animal Feeding Operation (CAFEO) permits for large-scale dairies. A CAFO permit is required for any dairy with more than 300 cows, but the large-scale permit is required for any dairy with more than 700 cows.

Assemblyman Joe Sempolinski represents the 148th New York Assembly District, which consists of all of Cattaraugus and Allegany counties and portions of Steuben County. For more information, visit Assemblyman Sempolinski’s website.

New ALICE Report Reveals Financial Hardship for Thousands in Cattaraugus and Allegany Counties

OLEAN N.Y., May 29, 2025 – The latest ALICE (Asset Limited, Income Constrained, Employed) report uncovers a sobering reality: a significant portion of households in Cattaraugus and Allegany counties struggle to afford basic necessities despite being employed.

ALICE households earn above the Federal Poverty Level but still cannot afford the basic cost of living in their county. This includes expenses such as housing, child care, food, transportation, and health care. The ALICE report provides a comprehensive look at these households, offering insights into the challenges they face.

"Many of our friends and neighbors are ALICE," said Susan McAuley, United Way of Cattaraugus & Allegany Counties Executive Director. "They are doing everything they can to make ends meet. We are shining a light on their struggle because with awareness comes change."

In Allegany County, 35.2% of households live below the ALICE Threshold, encompassing both ALICE and poverty-level households. With a total of 16,813 households, this indicates that over 5,900 families face financial hardship.

In Cattaraugus County, 29.4% of households are below the ALICE Threshold out of 32,016 total households, meaning approximately 9,400 families are struggling to meet basic needs.

These statistics, provided by United for ALICE, highlight the prevalence of financial instability among working families in our communities. The United Way of Cattaraugus and Allegany Counties urges community members, businesses, and policymakers to recognize the challenges faced by ALICE households and to collaborate on solutions that promote financial stability and well-being for all residents.

United for ALICE, led by United Way of Northern New Jersey, includes United Ways, corporations, nonprofits, and foundations across the US.

The project raises awareness about working families struggling to afford basic necessities. It provides unbiased data that is replicable, easily updated on a regular basis, and sensitive to local context. The ultimate goal of the project is to stimulate action that will improve the financial stability of ALICE families and their communities.
