Major Sucher began his distinguished career with the State Police on May 10, 1999, as a Trooper. His career trajectory has been marked by numerous leadership roles and specialized assignments:

• 2005: Transferred to Troop E Forensic Identification Unit (FIU) as a Trooper.

• 2006: Promoted to Investigator within FIU.

• 2007: Attained the permanent rank of Sergeant and remained in FIU.

• 2014: Appointed Senior Investigator, supervising Troop E FIU and the Collision Reconstruction Unit (CRU).

• 2019–2023: Held various leadership roles within Troop E, including Zone Commander and BCI Captain.

• 2025: Appointed Major and Troop E Commander.

Throughout his career, Major Sucher has demonstrated unwavering commitment to public safety, forensic science, narcotics enforcement, and criminal investigation. His extensive experience in both uniform and non-uniform roles positions him as an exceptional leader for Troop E.

About Major Kevin P. Sucher

A native of Wayne County, Major Sucher resides in the town of Ontario with his wife, Terri, and their children. He graduated from Wayne Central High School in 1987 and earned a degree from Monroe Community College.

Major Sucher brings a unique perspective to his leadership, having started his career in the Troop E garage in 1990 as a Maintenance Assistant Mechanic. There, he helped set up new police vehicles and provided general mechanical services. This hands-on beginning has given him a deep appreciation for the diverse roles within the State Police and the importance of teamwork at every level of the organization.

Before joining the State Police as a sworn member, he served as a Police Officer with the City of Geneva Police Department. Major Sucher’s connection to law enforcement runs deep; his father, Paul Sucher, was a retired New York State Police Sergeant and former Town Justice in Ontario. Paul passed away in 2021, leaving behind a legacy that Major Sucher continues to honor through his service.

About Troop E

Troop E encompasses 10 counties in the Finger Lakes region of New York State and is dedicated to providing professional and effective police services to its communities. Obituary: Michael David "Dunsy" Dunsmore, 57, Bolivar

It is with profound sadness that we announce the passing of Michael David "Dunsy" Dunsmore, who left us on January 3, 2025, at his home in Bolivar, NY. He was 57 years old.

He was born on October 9, 1967 in Ithaca, NY and spent his childhood in Shinglehouse, PA and Bolivar, NY.  Mike graduated from Bolivar Central School in 1986, where he excelled in athletics, making his mark as an outstanding wrestler, football player, and baseball player. His competitive spirit and love for sports carried through his life, and his time at BCS fostered lifelong friendships and memories.

Mike is survived by his wife and love of his life, Elizabeth “Liz” Beck Dunsmore, children Taylor (Collin) Morrison, Bruce (Brystal) Wilson, stepchildren Paige Bierman, Jacob Bierman, and Ella Kane, and his beloved grandchildren Maksim Morrison and Baby Morrison, Sawyer and Greyson Wilson, and Eleanor and Judson Pensyl (Bierman).

Mike is also survived by his mother, Janet Dunsmore, of Shinglehouse, PA, sisters, Deborah Dunsmore (Rick Johnston) of Shinglehouse and Diana Myers of Columbus, OH, brother, Stan Dunsmore (Sandy) of Wellsboro, PA; and many beloved nieces and nephews. He was preceded in death by his father, Robert Dunsmore, and his cousin and close friend, Rick “Barney” Barnett.

Following in his father's footsteps, Mike spent time coaching wrestling at BCS. During his career as a contractor, Mike impressed many with his skill and attention to detail to each home improvement project. Through the years, he was employed by the American Legion Post 772, the Chef, and the Bolivar Golf Club, becoming a familiar friend and cherished figure in the community. Mike’s kindness, generosity, easy-going personality, and ever-present smile earned him the love and respect of so many. Dunsy was the kind of person who never met a stranger—just a friend he hadn’t talked to yet.

One of Mike’s greatest joys was spending time with his friends and family, often entertaining in his garage, which became a hub of laughter, stories, and camaraderie. He cherished the visits of all his buddies and many others who will forever remember his warmth and friendship.  There will always be a seat for him at the Chef alongside those that share the memories that were made.

Family and friends are invited to pay their respects at Mark F Rinker Funeral Home & Memorial Service at 554 S. Main Street Bolivar, NY 14715, for viewing on Thursday, January 9th from 1:00pm – 4:00pm and 6:00pm-8:00pm. A private family memorial service will be held on Friday, January 10th.  After the private service, everyone is welcome to attend a public celebration of life at the Bolivar Golf Club, starting at 12:30pm.

In lieu of flowers, memorial contributions may be made to The Coach Robert Dunsmore Scholarship Fund (Venmo @BobDunsmoreScholarship), ensuring that the legacy of both father and son continues to inspire future generations, or to the American Legion Post 772 (Venmo @Dunsy-BolivarLegion772) (387 Main St., Bolivar, NY 14715).

Rest easy, Dunsy. Bolivar lost a legend and will never be the same without you.

DEC Lifts Drought Watch Statewide, Return to Normal Status in all 62 Counties

The New York State Department of Environmental Conservation (DEC) today updated drought conditions across the state, returning all 62 New York counties to “Normal” status. In cooperation with the State's Drought Management Task Force, DEC updated drought status from “Drought Watch” to “Normal” statewide, including New York City, after assessing recent precipitation and elevated levels of ground and surface water. While statewide and regional hydrological conditions have notably improved, localized dry conditions may persist and despite encouraging hydrological conditions, New Yorkers are urged to continue reducing unnecessary water use and waste, fixing leaks, and choosing efficient water fixtures.

“Recent precipitation and the vigilance of New Yorkers who heeded calls to conserve water resources have alleviated dry conditions across the state,” said DEC Interim Commissioner Sean Mahar. “DEC experts will continue to monitor conditions and work with New York City officials and localities across the state to identify any necessary steps and actions needed to help prevent additional shortages while New York State moves from a Drought Watch to Normal conditions.”

New York State drought Region IIA, which includes New York City and Westchester County, is among the regions moving to normal status due to the satisfactory storage levels and refill probability of the New York City reservoirs.

“The lifting of the drought watch underscores the critical role of DEP’s strategic planning and adaptive management of New York City’s critical water resources,” said New York City Chief Climate Officer and DEP Commissioner Rohit T. Aggarwala. “I’m grateful to our fellow City agencies for their partnership and to all New Yorkers for their conservation efforts, which helped us save water. Let’s continue to use water wisely to ensure the resilience and reliability of the city’s water supply system.”

According to the New York City Department of Environmental Protection (DEP), the City's reservoirs are at more than 75 percent capacity with over 420 billion gallons in storage. DEC continues to work closely with DEP to monitor reservoir conditions and encourage responsible water use, especially outdoors, regardless of the hydrological conditions or season.

Following the declaration, DEC briefed the State Drought Management Task Force and federal partner agencies. A map of New York State drought conditions is available on the DEC website.

New York State encourages ongoing water conservation to ensure adequate supply for all emergency uses. To protect water resources, homeowners are encouraged to voluntarily reduce water use and follow these tips:

  • Reuse water collected in rain barrels, dehumidifiers or air conditioners to water plants.
  • Use a broom, not a hose, to clean driveways and sidewalks.
  • Fix leaking pipes, fixtures, toilets, hoses and faucets.
  • Wash only full loads of dishes and laundry.
  • Take shorter showers or fill the bathtub partly.
  • Install water saving plumbing fixtures.
  • Don’t run the tap to make water hot or cold.
  • Wash cars less frequently.

Visit the U.S. Environmental Protection Agency’s WaterSense for more tips on saving water indoors and outdoors. DEC has been a WaterSense partner since 2014.

Private Water Wells

For water wells that may be affected by drought, see the information and links below. Contact a registered water well contractor to discuss appropriate options for your individual situation.

  • Check that the well is dry due to drought and no other issues. Sometimes the solution is quite simple, like a broken valve or electrical issue. The only way to definitively tell if a well is dry is to measure the water level in the well.
  • Conserve water year-round to help prevent the effects of drought on water wells.
  • Consider adding a water storage tank to help get through dry periods.
  • Clean or redevelop existing wells.
  • Deepen existing wells or drill a new well. If drilling a new well, properly decommission the old well to protect groundwater quality.

State Drought Index

Drought stages are calculated using the State Drought Index, which evaluates whether several drought indicators have reached critical thresholds. DEC experts track and evaluate drought conditions based on stream flows, lake and reservoir storage levels, and groundwater levels. These factors, and the duration of the dry period, season, and other information such as past and forecasted precipitation, weather patterns, and local conditions, are used by DEC to evaluate drought conditions across the state. The State Drought Index is attuned to the specific attributes of New York and may differ moderately from some national technical drought assessments.

DEC and the U.S. Geological Survey are partners in evaluating hydrologic conditions across New York State. In addition, DEC supports efforts by local governments and stakeholders to undertake water conservation measures based on specific local circumstances.
