Call to Order: The meeting was called to order at 4:19 p.m. by Ways & Means Committee Chairman Philip Stockin.
Approval of Minutes
The December 10, 2018, Ways & Means Committee minutes were approved on a motion made by Legislator Root, seconded by Legislator Decker, and carried.
Tax Sale Bid
County Treasurer Terri Ross requested a resolution to accept the following leftover tax sale bid from the Allegany County Land Bank:

Acceptance of Quality Improvement and Caseload Grant
County Treasurer Terri Ross requested a resolution to accept the second installment of the Quality Improvement and Caseload Grant. Per Resolution No. 101-14, this grant covers the Third Assistant Public Defender and that position remains filled as it’s funded by the Indigent Legal Services Upstate Quality Improvement and Caseload Reduction Grant. This position has been budgeted, and there is no current change for the County, and the funds have been appropriated in the 2019 Budget as follows:

Transfer of Funds – Social Services
County Treasurer Terri Ross requested a resolution to transfer funds from the Department of Social Services SNAP Bonus Federal Award to the Capital County Bldg/Jail Floor Renovation project. These funds were accepted by Resolution No. 203-18 on October 22, 2018. These funds are not going to be expended by December 31 as originally expected and need to be rolled into the capital to be used for the Intake Renovation to occur in 2019. The funds should be transferred in the 2018 budget as follows:

Acceptance of Insurance Check
Clerk of the Board Brenda Rigby Riehle requested a resolution accepting a check in the amount of $188.30 from the New York Municipal Insurance Reciprocal (NYMIR) representing the cost to replace a windshield on our 2015 Chevy Impala (VIN #2G1WA5E34F1127007) assigned to Community Services that was broken on or around November 30, 2018. The funds should be appropriated to the 2018 Budget in account CS1931.429 (Risk Retention – Uninsured Property Loss) with a like sum placed in revenue account CS1930.2680.00 (Insurance Recovery). This request was approved on a motion made by
Legislator Fanton, seconded by Legislator Decker, and carried. Prepare Resolution

Human Services Committee
Home-Delivered Meals Driver Positions
Office for the Aging Director Madeleine Gasdik requested permission to fill the five new part-time Home-Delivered Meals Driver positions (Non-union, $10.50/hour). Many of the current drivers do not want to work five days per week, and it is becoming increasingly difficult to find drivers for the twelve paid routes. Ms. Gasdik indicated that her request is to increase the pool of drivers only; no additional funds need to be budgeted. Resolution No. 170-15, adopted on July 27, 2015, states that Ms. Gasdik will have standing approval to fill these positions on an as needed basis. This is contingent on the adoption of the Resolution to create them that is being considered at the December 20 Board meeting. This request was approved on a motion made by Legislator Hopkins, seconded by Legislator Havey, and carried. Notify Human Resources
Planning & Economic Development Committee
2019 New York State Tourism Matching Funds Grant
Greater Allegany County Chamber of Commerce Executive Director Gretchen Hanchett requested permission to accept the 2019 New York State Tourism Matching Funds grant in the amount of $69,174. The amount of $68,000 has already been appropriated in the 2019 Budget under A6989.476 (Tourism & Culture – Contractual) and to Revenue A6989.3715.00 (State Aid – Tourism Promotion). In addition to accepting the $69,174, an additional $1,174 needs to be appropriated as follows:

Additionally, $1,174 needs to be transferred from A1990.429 (Contingency) to A6989.475

Resource Management Committee
2018 – 2019 Snowmobile Trail Development and Maintenance Assistance Grant
County Administrator Timothy Boyde requested a resolution to accept the 2018 – 2019 Snowmobile Trail Development and Maintenance Assistance grant funding award from the New York State Office of Parks, Recreation, and Historic Preservation. In partnership with the Allegany County Federation of Snowmobilers, the County acts as a pass-through for the snowmobile trail development and maintenance assistance grant. The 2018 – 2019 funding award is $111,348. Sufficient funding was appropriated in the 2019 Budget to A7185.483 with a like sum credited to Revenue account A7185.3089.00, and no budget adjustments are necessary at this time. This request was approved on a motion made by Legislator Decker, seconded by Legislator Healy, and carried. Prepare Resolution
County Administrator Position
A motion was made by Legislator Healy, seconded by Legislator Fanton, and carried to authorize the advertising of the County Administrator position. Notify Human Resources Adjournment

Call to Order: The meeting was called to order at 1:02 p.m. by Ways & Means Committee Chairman Philip Stockin.
Approval of Audit
Committee members reviewed the December 20, 2018, audit of claims in the amount of $6,569,346.78 (including prepaid bills). Legislator Decker asked if the $77,943.60 “other recreation snowmobile” is one or multiple checks. County Treasurer Terri Ross stated that is 70 percent of the allocation, and the remaining 30 percent will come at a later time. A motion was made by Legislator Root, seconded by Legislator Fanton, and carried to forward the audit to the full Board for approval of payment.

Personnel Committee
Senior Account Clerk Typist Position
Deputy County Clerk Ryan Keib requested permission to fill one full-time Senior Account Clerk Typist (AFSCME, Grade 10, Step: Base to Step 7). The County Clerk’s Office currently does not have the staff available to carry out all of the duties of this position which include all daily financial reports and deposits for both the County Clerk and DMV, payment of bills and purchase of supplies as well as updates of notary public and pistol permit filings. The annual salary of this position is estimated between $32,926 and $39,615 with benefits estimated at 47.47 percent. This position is funded 100 percent with County dollars. This request was approved on a motion made by Legislator Havey, seconded by Legislator Root, and carried. Notify Human Resources
